Standards development — achievements in FY 20111. ISO 26000 adaptation into JIS
The Japanese Standards Association (JSA) has worked on development of a JIS draft standard on ISO 26000 (Guidance on Social Responsibility) that was published by ISO in November 2011.
The draft was approved by the 92nd meeting of the Japanese Industrial Standards Committee Standards Board and is scheduled to be published on March 21, 2012, as JIS Z 26000.
JIS Z 26000 has been developed identical to its corresponding international standard ISO 26000 and is identical in technical content to the same.
2. Revision of JIS Q 19011
The revised version of JIS Q 19011 (Guidelines for auditing management systems) for which the JIS draft was developed by JSA is scheduled to be published on March 21, 2012. This is to revise the 2003 version of JIS Q 19011.
The key points of the revision are the expansion of scope to enable the audit of management systems in areas outside quality and environment and focus on first-party and 2nd-party audits, excluding third-party certification audit, in the relation with JIS Q 17021 (Conformity assessment — Requirements for bodies providing audit and certification of management systems). Also, the standard deals with new audit methods utilizing IT, such as remote audit, in view of the changes in the audit environment.
This standard is expected to be effective in internal and external audits conducted by organizations that establish and operate management systems. It is also expected to boost the effectiveness of internal and external audits, as well as their efficiency and reliability.
3. JIS related to conformity assessment
In FY 2011, JSA has published 2 standards on conformity assessment.
They are JIS Q17021 (Conformity assessment — Requirements for bodies providing audit and certification of management systems) and JIS Q17043 (Conformity assessment — General requirements for proficiency testing), which are proving beneficial in upgrading the reliability of conformity assessment and the implementing organizations.
Also, JIS drafts have been developed for JIS Q17020 (Conformity assessment — Requirements for the operation of various types of bodies performing inspection), JIS Q17024 (Conformity assessment — General requirements for bodies operating certification of persons) and JIS Q17065 (Conformity assessment — Requirements for bodies certifying products, processes and services) and are scheduled to be published in FY 2012.
